This event takes place every Saturday evening, starting at 6pm. You can go here for a complete list of the bands and a little more info about vendors present at the venue. I have never headed down there to specifically attend the concert, but have passed by on the way to a Tin Caps game or other event. The atmosphere is very festive and has a big-city feel to it.
FYI, there is also an events page on ACPL website that details all of the events taking place at the branches. You can search by branch, age group, and event type. The ACPL has tons of free events, so go check it out.
